The text for this bill has not been submitted to Congress. I will leave it to you to decide the purpose of proposing a bill without text to the floor of the House. Is it something that could be used as propaganda at a later time? As an example, will Republicans say they have written a bill on Energy knowing most people would never check Congress.gov to verify, let alone read the bill actually proposed. If you were to check, a majority of the bills submitted by the Republican Party do not have text. Additionally, the majority of bills from the Republican Party with text, are actually bills written by corporations and will include some form of a tax break. As of 09/19/2021 text has not been received for H.R.5292 – To amend title XVII of the Energy Policy Act of 2005 to specify that the Secretary of Energy may not make a loan guarantee under such title for a project if the applicable borrower has previously defaulted on an obligation guaranteed under such title, and for other purposes.
